What sits on top of the plan fee

The per-user rates are clean, but two Microsoft-specific rules quietly raise the effective cost: how the licensing is enforced and what the Suite requires underneath it.

Tenant-wide licensing enforcement
Microsoft requires that every user who benefits from a licensed feature holds that license. You cannot buy one P2 seat to turn on Access Reviews or risk-based Conditional Access for the whole tenant; doing so breaches the terms. That means a governance feature you want for 500 people is 500 P2 licenses at $9 each, about $4,500 a month, not a single seat. Scope the feature to the true user count, because partial licensing is not allowed.

The $12 Entra Suite is not a standalone; it requires an Entra ID P1 subscription as a base.
