Its Whirlpool pools set that fee at creation to one of four tiers: 0.01%, 0.05%, 0.30%, or 1.00%. Stablecoin pairs sit at 0.01%, major pairs like SOL to USDC at 0.05%, and exotic tokens at the higher tiers. That fee goes to the pool's liquidity providers, not to Orca, and small Solana fees ride on top. Which pool you route through sets the rate.
